1. Background Information
The United Republic of Tanzania has received financing from the World Bank towards the cost of the Zanzibar Energy Sector Transformation and Access Project. Zanzibar Electricity Corporation (ZECO), as the implementing agency, intends to apply part of the proceeds towards payments under the Contracts for “Power Distribution Network Refurbishment and Strengthening and Last Mile Connections in Unguja Island, Zanzibar.”

2. Invitation to Bid
ZECO invites sealed bids from eligible bidders for the procurement of Plant Design, Supply, and Installation (on a turnkey basis) for the contract title, “Power Distribution Network Refurbishment and Strengthening and Last Mile Connections in Unguja Island, Zanzibar.” The brief scope and qualification requirements for the project are outlined below.
3. Brief Scope
The scope of work includes, but is not limited to, the following:
1. Expansion of 33kV Medium Voltage Single Circuit Distribution Lines.
2. 33/0.4kV H-pole mounted Distribution Transformers and assemblies with D.O. Fuses, Surge Arresters, LV Switch Fuse Units, and other required accessories.
3. 400 V Low Voltage (LV) Line starting from Distribution Transformers.
4. Line-In & Line-Out (LILO) of 33kV Old North and New North feeders at existing Mwanyanya 33/11 kV Substation.
5. LILO of 33kV Old Fumba and New Fumba feeders at existing Mpende 33/11 kV Substation.
6. LILO of 33kV Old South and New South feeders at existing Welezo 33/11 kV Substation.
7. Extension of two (2) 33kV Bays at Mtoni Substation.
8. Last Mile Service Connections for Unguja Island.

4. Time Duration
The total duration of the contract will be 18 months.
5. Minimum Financial Resources Required
• Annual Turnover: A minimum average of USD 35.00 Million (United States Dollar Thirty-Five Million) within the last five years (starting 1st January 2020).
• Minimum Financial Resources: USD 6.00 Million (United States Dollar Six Million), covering liquid assets, unencumbered real assets, lines of credit, and other financial means.

6. Bidding Process
Bidding will be conducted through international competitive procurement using the Request for Bids (RFB) method, specifically a Single Stage, Two Envelopes Bidding Process using Rated Criteria as specified in The World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023. The process is open to all eligible bidders as defined in the Procurement Regulations.

Interested eligible bidders may obtain further information from the ZESTA Project Implementation Unit (PIU) through email at zesta.procs@zeco.co.tz, Attention: Mr. Olais L. Laizer (Procurement Specialist), and inspect the bidding document from 08:00 to 16:00 hours (East Africa Time) from Monday to Friday (except public holidays).
The bidding document in English may be purchased by interested bidders upon submission of a written application to the address below and payment of a non-refundable fee of USD 250 or Tanzanian Shillings 600,000.

9. Bid Submission
Bids must be delivered to the address below before 10:00 hours (East Africa Time) on 25th April 2025. Electronic bidding will not be permitted, and late bids will be rejected.
The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below on 25th April 2025.

10. Bid-Securing Declaration
All bids must be accompanied by a Bid-Securing Declaration. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
