JOB DETAILS:
The GIZ regional advisor builds a bridge between GIZ-SLGA, the NELGA Node they are embedded in and the NELGA Secretariat, housed within ALPC. As such, they provide technical support to ensure the successful implementation of GIZ-SLGA and NELGA activities.The GIZ SLGA programme is looking to fill the position of Advisor for university cooperation in the area of land governance in Eastern Africa.

Responsibilities
• Focal point of the GIZ program “Strengthening Advisory Capacities for Land Governance in Africa (SLGA)” in East Africa
• Supporting the Ardhi University in Dar es Salaam in implementing its activities as a NELGA Node
• Liaising with the NELGA Secretariat and other NELGA partners
• Tasks
• Monitor of SLGA activities in the region
• Report regularly to the SLGA project management about progress and challenges of the project implementation
• Inform the GIZ country offices regularly about SLGA activities and cooperate closely with relevant GIZ programs in the country and region
• Providing technical advice to ARU in implementing its activities as NELGA Node East Africa
• Support the university in conducting national and regional land governance related policy dialogues with government organizations, research institutions, civil society and other academia, e.g., by ensuring that the organization capability is improved
• Support in networking activities and academic exchange with other relevant universities and networks in the region, as well as with relevant stakeholders outside of Africa, e.g., by facilitating coaching of NELGA Node staff members on how to network for academic exchange and introduce them to new networks
• Support training and education activities, including possible support to the scholarship program (PhD, MSc, short term trainings) on land governance in cooperation with the German Academic Exchange Service (DAAD), e.g., by acting as a link between ARU and DAAD on SLGA scholarship matters
• Support the department to establish communities of practice for land experts, policymakers, and practitioners, e.g., through methodological support and advice on best practices)
• Coordinate collaborative research activities in the region
• Support and coordinate capacity development activities, e.g., by overseeing end-to-end capacity development initiatives from needs assessment to evaluation of capacity developed
• Cooperation and liaison between ARU and other NELGA Nodes, including co-organization of joint continental activities
• Liaising with the NELGA Secretariat by ensuring synergies and joint activities
• Assist ARU in facilitating information and knowledge exchange with the NELGA Secretariat and other partner institutions

Required qualifications, competences and experience Qualifications
• Master’s degree in land governance, agriculture, geography or related studies
• 3-5 years’experience in implementing land governance projects
• Experience in collaborating and/or working with international organizations
• Knowledge of universities and/or networks is an advantage
• Excellent communication skills both written and oral in English
• Willingness for frequent travel within Africa
• High level of independency, self-initiative, integrity, and accountability
• Computer skills in MS Office applications
• Good intercultural communication and capacity to work in inter-disciplinary environments
• Strong team orientation and flexibility to assume new tasks
