3. Leadership Training Consultancy Job at Restless Development

JOB BRIEF:
ABOUT THE ROLE
Restless Development will work closely with young women and men who are interested to run for political positions to build their capacity to take part in the elections as candidates, supporting them to contest and win. The training will take place in 7 districts- Ilala, Temeke, Ubungo, Kibaha, Morogoro, Iringa na Kilimanjaro where the Kijana Wajibika programme is currently being implemented. Restless Development will train them in topics such as:
• f a good leadership; integrity, accountability and transparency
• and patriotism.
• local and national elections guiding laws- processes and procedures
• Peace and security and campaign strategies
The activity is planned to take 13 field days inclusive of travel days. Tentatively from 4th March 2019 to 15th March 2019 and the training report to be submitted within 14 working days after completion of field activities.

Purpose and key objectives
Overall the assignment for this year will focus on three major objectives:
• Updating the existing 7 BBs based on the budget performance report for FY 2017/18 and the budget projections for FYs 2018/19 and 2019/20 (Mainland: Health, Education, WASH, and HIV/AIDS; Zanzibar: National level as well as Health and Education).
• Developing new BBs for Child Protection (for Mainland) and WASH (for Zanzibar).
• Developing a sub-national Budget Brief for one selected region.
The BBs will be shared with government representatives, MPs, development partners, academia, civil society among others, with the intent of sparking broad public interest and debate around the State Budget and how resources are distributed and spent in social sectors. The proposed briefs on key social sectors that impact children's and women's well-being in both Mainland and Zanzibar have the following three key goals:
• Analyse and monitor budget allocations to sectors that are important for children in the specified fiscal year;
• Assess the efficiency, effectiveness, equity and adequacy of past spending to the extent possible;
• Inform advocacy, budget allocation decisions, and measures to improve budget execution performance, through key messages for policy and financing changes.
• Two consultants, an international and a local expert, will be hired for this assignment. This TOR is developed for a local consultant who will work in close collaboration with the international consultant to produce the deliverables under the overall assignment.

Detailed description of the tasks
• Task 1: Develop a draft of an SBCC Coordination Framework from the findings of the SBCC Audit and SBCC Capacity Assessments. The consultant will use reports of the SBCC systems audit and SBCC capacity assessments which the Tulonge Afya project conducted last year to write an initial draft of the SBCC Coordination Framework and draw a list of SOPs;
• Task 2: Inception meeting with key players to agree on format and contents of the coordination framework. The consultant will share the draft of the Framework and SOPs, incorporate their inputs and agree on a final format.
• Task 3: Technical Meeting to develop the SBCC Coordination Framework with MOH, HPS, and PORALG (include all key players from the inception meeting). The consultant will share the initial draft and facilitate its improvement.
• Task 4: Attend and facilitate a technical meeting to develop SOPs with MOH, HPS, and PORALG. The consultant will share the draft outlines of the SOPs and facilitate their technical development.
• Task 5: Finalize the SBCC Coordination Framework and SOPs. The consultant will share the drafted coordination framework and SOPs with MOHCDGEC management, address issues raised and submit for endorsement.
